Utah building code requires that any roof penetrations be protected against rain by the use of pre-manufactured flashing of defined guage and cladding; no reliance on silicone or other sealants that tend to deteriorate over the life of the system is allowed. “Site constructed” flashing is also not allowed. For a typical composite shingle roof, aluminum flashing extends up under the row of shingles above the penetration and extends over the row of shingles below the penetration.
